Subject: Notice of Opportunity for Public Comment
Date of Public Notice: February 22, 2024

The County of San Luis Obispo (the County) intends to file with the Federal Aviation Administration (FAA) a Passenger Facility Charge (PFC) Application to impose at San Luis Obispo County Regional Airport (SBP or Airport) and to concurrently use PFC revenue at the Airport. The County has issued this public notice as part of the PFC application process as per Title 14 Code of Regulation (CFR) Part 158.24 Notice and Opportunity for Public Comment.

Comment Period:  The County will accept public comments on the proposed PFC Application No. 24-11-C-00-SBP (PFC 24-11) from the day of posting through Monday, March 25, 2024.

The following information is provided in accordance with 14 CFR 158.24(b)(1):

The County will seek authority from the FAA to impose and use PFCs with the following characteristics:

PFC Level:  A four dollar and fifty cent ($4.50) charge on eligible passengers enplaned at the Airport.

Charge Effective Date:  June 1, 2024 (which reflects the charge expiration date for approved PFC Application No. 22-10-C-00-SBP). 

Estimated Charge Expiration Date: December 1, 2027

Estimated Total PFC Impose and Use Revenue: $4,667,956

Project Name:Construct Taxiway B3 to GA Apron – Design and ConstructionPFC Project:#1  
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the design and construction of new Taxiway B3 that extends from Runway 11-29 to the General Aviation (GA) apron. Taxiway B3 will be constructed with asphalt concrete (AC). The taxiway work will include installation of electrical conduits, duct banks, lighting, and signage. Work will also include the installation of a no-taxi island to disallow direct access from the GA apron to the runway.
Project Justification:This project preserves capacity of the Airport. The construction of Taxiway B3 provides direct access to the GA apron from Runway 11-29 and reduces the time GA aircraft are on the runway. 
Project Name:Runway 25 Blast Pad RemovalPFC Project:#2  
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the removal of the Runway 25 Blast Pad. Project removes the existing AC blast pad and existing cables and abandoned conduit adjacent to Runway 11-29. Work will also include regrading of the infield area and hydroseeding. 
Project Justification:This project preserves capacity of the airport. Removing large expanses of pavement on runways alleviates potential for runway incursions.
Project Name:Geometry Improvements for Taxiway E &F (New Taxiway A4) – DesignPFC Project:#3  
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the design of new connector Taxiway A4, approximately 12,500 square feet, to replace the existing Taxiways E and F connectors that connect Taxiway A to Runway 11-29.  
Project Justification:This project preserves capacity of the airport. Removal of angled Taxiways E and F reduce the potential of runway incursions on Runway 11-29. Construction of new Taxiway A4 will create a taxiway perpendicular to Runway 11-29 and Taxiway A, that will provide pilots with a full view of the airfield pavements for a safer operating environment.
Project Name:Taxiway A Realignment (Zone 2), Taxiway A Seal Coat (Zones 1 &3) – DesignPFC Project:#4   
PFC Collection Authority Requested: Impose and Use
Project Description:Project funds for the design of the realignment of Taxiway A (Zone 2) and the Taxiway A Seal Coat (Zones 1 and 3) project. The Taxiway A realignment project for Zone 2 will improve the alignment of Taxiway A. Taxiway A Seal Coat (Zones 1 & 3), will address sections of pavement that have exceeded their minimum useful life. 
Project Justification:This project preserves capacity of the Airport. The Taxiway A Realignment project will improve a non-standard airfield geometry to better comply with FAA airfield design standards. The Taxiway A Seal Coat (Zones 1 & 3) will address sections of pavement that have exceeded their minimum useful life. The last seal coat for these sections of Taxiway A was over 10 years ago. The distresses identified on the taxiway include weathering, alligator cracking, linear and transverse cracking.
Project Name:Taxiway Connectors Redesignation, and Runway Holding Position Relocation – DesignPFC Project:#5  
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the design of the Taxiway Connector Redesignation and Runway Holding Position Relocation. Nomenclature of connector taxiways at SBP will be updated to comply to FAA AC 150/5340-18G, Standards for Airport Sign Systems. This project will also address the distance of the current runway holding positions to the centerline of the runway to comply with current airfield design standards
Project Justification:This project preserves capacity at the Airport. The redesignation of taxiway connectors will provide pilots with more consistent naming conventions similar to other airports. Repositioning the runway hold positions to better comply with FAA AC 150/5340-1L will create a safer airfield environment.
Project Name:Taxiway A Realignment (Zone 2) – ConstructionPFC Project:#6   
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the construction of the Taxiway A Realignment (Zone 2) project.  This project will remove the existing pavements and sub-base of this section of Taxiway A and relocate it to meet FAA airfield design standards. This project will install new sub-base and a AC taxiing surface course. Project will install new lighting, cabling, conduits, taxiway signs, make drainage improvements, and hydroseeding of   the infield area.
Project Justification:This project preserves capacity of the Airport. The construction of this section of Taxiway A will correct a non-standard airfield geometry to better comply with FAA AC 150/5300-13B, Airport Design guidance.
Project Name:Geometry Improvements for Taxiways E & F (New Taxiway A4) – ConstructionPFC Project:#7   
PFC Collection Authority Requested: Impose and Use
Project Description:This project funds for the construction of the Geometry Improvements for Taxiway E and F (New Taxiway A4) project. This project will remove existing Taxiways E and F and construct new Taxiway A4 adjacent to current Taxiway F and perpendicular to Runway 11-29. This project will also install new taxiway lighting, taxiway signage, electrical conduits, ductbanks, paint restriping, and regrading and hydroseeding of the infield area.
Project Justification:This project preserves capacity of the Airport. Removal of angled Taxiways E and F reduces the potential of runway incursions on Runway 11-29. Construction of new Taxiway A4 will create a taxiway perpendicular to Runway 11-29 and Taxiway A, providing pilots with a full view of the airfield pavements for a safer operating environment.
Project Name:Taxiway A Seal Coat (Zones 1&3) – ConstructionPFC Project:#8   
PFC Collection Authority Requested: Impose and Use
Project Description:Project funds for the construction of Taxiway A Seal Coat (Zones 1 and 3) project. This project will make the necessary surface repairs and apply a seal coat on approximately 45,000 square yards of Taxiway A (Zones 1 and 3). Project will also restripe all affected areas.
Project Justification:This project preserves capacity of the Airport. The Taxiway A Seal Coat (Zones 1 and 3) will address sections of pavement that have exceeded their minimum useful life. The last seal coat for these sections of Taxiway A was over 10 years ago. The distresses identified on the taxiway include weathering, alligator cracking, linear and transverse cracking. New seal coat will reduce the potential of foreign-object-debris (FOD) accumulation on the taxiing surface.
Project Name:Taxiway Connectors Redesignation, and Runway Holding Position Relocation – ConstructionPFC Project:#9

Project Description:This project funds for the construction of Taxiway Connector Redesignation and Runway Holding Position Relocation project. This project will rename all taxiway connectors which requires replacement of all airfield signage to reflect new names. Nomenclature of connector taxiways at SBP will be updated to comply to FAA AC 150/5340-18G, Standards for Airport Sign Systems. Project Name:Install Outbound Baggage Handling System – Design and ConstructionPFC Project:#10

Project Description:This project provides for the design and construction of a new baggage handling system (BHS) and conveyors. The BHS will be supported by a sprung structure located outside of the current terminal footprint. This project will provide an area for new TSA provided screening equipment, baggage makeup carousel, and controls.
Project Justification:The current outbound baggage screening area does not have screening capacity for peak conditions and projected increases in aircraft size in the near term. The new BHS will result in improvements to the baggage screening facility and improve throughput and makeup capacity so that more bags can be processed per hour.

PFC Collection Authority Requested: Impose and Use
Project Description:This project provides for  consultant’s preparation and implementation of an application to “Impose and Use” a PFC at SBP, which will be submitted to the FAA. The consultant will gather the necessary project, financial, and statistical information; prepare the required public notice; prepare the required air carrier consultation notice; ensure that all procedural requirements are met during the air carrier meeting; prepare the application; prepare the response to air carrier comments; provide the completed application in a format ready for execution and submission; and prepare the air carrier notice upon FAA approval.
Project Justification:Retaining a PFC consultant helps ensure PFC Applications are filed according to the rules and regulations determined by the FAA. Administrative cost is eligible in accordance with 14 CFR 158.3 PFC Administrative Support Cost.
Project Name:Alternative 1. Replace/Install Electrical Vault – Design and ConstructionPFC Project:Alternate #1   
PFC Collection Authority Requested: Impose Only
Project Description:This project provides for the design and construction of a new airfield electrical vault. This project will include construction of new facility, fencing, replacement of hardware and software, regulators, duct banks, conduits, cabling, and electrical equipment to make the necessary connections to the existing airfield lighting system and FAA facilities.
Project Justification:This project preserves capacity. The existing vault is over 34 years old and has exceeded its useful life. Moving this facility from the landside to a more secure airfield environment increases the integrity of the facility. Replacement is also necessary to bring the Airport’s electrical vault to current standards and codes.
